<p>Timothy Delasandro Pledges to Introduce<br />
The Congressional Reform Bill of 2011</p>
<p>I am Timothy Delasandro, the Constitutional Conservative Candidate for Congress in Texas Congressional District 17.  I am running in the March 2nd Republican Primary to replace Democrat Career Politician Chet Edwards.</p>
<p>I have called this Press Conference today to publicly announce that, if elected, I will take bold action to restore control of our National Government to &#8220;We The People&#8221;</p>
<p>As a Constitutional Conservative I believe that our Constitution is the Basic Law of our Country, and that Congress, the President, and the Courts should be held subject to it.  Furthermore, I believe that when the Constitution was adopted, the Founding Fathers envisioned that only Citizen Legislators would serve in Congress, not Career Politicians.  The Founding Fathers envisioned that these Citizen Legislators would serve for a few years in the House or Senate and then return home to work in private enterprise and live under the laws that they had made.  The Founding Fathers never envisioned that Career Politicians would serve in Congress until death or retirement, and then retire on huge Government Pensions for the rest of their lives.  Serving in Congress was supposed to be an honor, a duty and a privilege, not a career.</p>
<p>Career Politician Chet Edwards has been in Congress for over 20 years!.  He is a Liberal Progressive Democrat and does not represent the Conservative values of the Citizens of Texas.  Instead, he represents the Liberal Progressive agenda of President Obama and House Speaker Nancy Pelosi.</p>
<p>Therefore, today I am pledging to All of the Citizens of Texas, and in particular to the Citizens of Texas Congressional District 17, that, if elected to Congress, I will introduce The Congressional Reform Bill of 2011.  A copy of The Congressional Reform Bill of 2011 is presented below.  At this Press Conference I am publicly asking all of the Candidates in the other 31 Congressional Districts in Texas to join me in pledging to sponsor this Congressional Reform Bill.</p>

<p><strong>The Congressional Reform Bill of 2011</strong></p>
<p>Article 1.  Term Limits.  No Member of Congress shall serve more than 12 consecutive years in office.  The possible options of such service in Congress are listed below:<br />
Article 1a.  Two  ~  six year terms in the Senate.<br />
Article 1b.  Six  ~  two year terms in the House.<br />
Article 1c.  One  ~  six year Senate term and  three  ~  two year House terms.</p>
<p>Article 2.  No Tenure / No Pension.  No Tenure in Office and No Pension for Service shall be given to any Member of the House or the Senate.  Members of the House and the Senate shall be paid a salary for their service while in Office and shall receive no pay when they are no longer in Office.</p>
<p>Article 3.  No Separate Government Funded Retirement.  All Members of Congress (past, present &amp; future) shall participate in the Social Security System available to all Citizens of the United States.  No other retirement program shall be available to Members of Congress.  All funds currently in the Congressional Retirement Fund shall immediately be moved to the Social Security System.  Members of Congress shall be able to purchase their own retirement plans, just as all other Citizens of United Stated are able to do.</p>
<p>Article 4.  No More Congressionally Approved Pay Raises.  Members of Congress will no longer be able to vote themselves a pay raise.  Congressional pay will be set to rise or fall in direct relationship to the Consumer Price Index (CPI).</p>
<p>Article 5.  No Exclusive Health Care System for Congress.  Members of Congress shall no longer have an exclusive Health Care System for themselves. Henceforth, Members of Congress shall participate in the same Health Care System as all other Citizens of the United States participate in.</p>
<p>Article 6.  No More Exemption from Laws for Congress.  Members of Congress shall henceforth equally abide in all of the laws Congress imposes on all other Citizens of the United States.</p>
<p>Article 7.  No Benefit from Government Contracts for Five Years.  No Member of Congress, while serving and for a period of five years after serving,  shall benefit form any direct or third party contact with the Government of the United States.</p>
<p>Article 8. No Lobbying of Congress for Five Years.  No previous Member of Congress shall engage in any Lobbying of Congress until after a period  of five years after serving in Congress.</p>
<p>Article 9. Enumerated Powers Citation. All bills before Congress shall list the Constitutional Authority and Basis by which Congress is allowed to enact said Legislation.</p>
<p>Article 10. Clarity and Conciseness of Legislation. All proposed Legislation shall include a summary, in plain English and not to exceed 20 pages, describing in detail the purpose and effect of said Legislation. No Amendments or add-ons unrelated to the bill under consideration may be attached to any bill, including earmarks/pork.</p>

			<content:encoded><![CDATA[<p>I had the opportunity to interview with a reporter, Lynsi Burton, from the Houston Chronicle earlier this month. I was told that the interview would be about the rise of the Conservative Movement in Congressional Races in Texas. Since I&#8217;m THE Conservative Republican in the race to defeat liberal Democrat, Chet Edwards, I agreed to the interview.</p>

<p>Here&#8217;s a typical quote by me in that interview,<em> &#8220;The Tea Parties are illuminating our Constitutional values. To the extent either the Republican or the Democrat Parties start refocusing on our Constitutional values, it&#8217;s going to make those parties stronger.&#8221;</em></p>
<p>Regarding the interview, the first few questions were indeed about Conservatism, but the interview quickly became about the Tea Party Movement and it being at odds with the Republican Party. Ms. Burton repeatedly focused her questioning on potential divides between the Tea Party Movement and the Republican Party.</p>
<p>My responses consistently supported the idea that, to the extent the Republican Party embraces its Conservatism, as expressed by limited, Constitutional Gov&#8217;t, the Party is only better for it. To the extent the Tea Party Movement supports that same goal, we are and should be seeking common ground.</p>

<p><em><strong>&#8220;GOP’s latest foes hail from Tea Party<br />
Republicans in 5 state races may find new fights on their right flanks.&#8221;</strong></em></p>
<p>More disturbing, her characterization of me in the interview:</p>
<p><em>“Tea Party loyalist Timothy Delasandro of College Station is opposing establishment Republicans who would like to unseat Waco&#8217;s moderate Democratic congressman, Chet Edwards.”</em></p>
<p>I never characterized myself as a “Tea Party Loyalist” (Suggesting that I was co-opting the Tea Party Movement for political reasons), and I never characterized my race as “opposing establishment Republicans” (Suggesting that I’m not what I am: a Conservative REPUBLICAN). Neither of these characterizations was true and neither was expressed in the interview. Ms. Burton’s attempts to distort the facts to support her political views and agenda were unfortunate and unprofessional. Nowhere in my interview with her did I suggest animosity between Conservatives and the Tea Party Movement and nowhere did I suggest that I was running against the Republican Party.</p>
<p>I’m a proud Conservative, dedicated to the ideas of limited, Constitutional government and free markets. If those in the Tea Party Movement agree with me on this, then come join me! Returning to limited, Constitutional governance that embraces free markets is a platform that the Republican Party MUST EMBRACE. As THE Conservative Republican in the race to defeat Chet Edwards, I urge Conservative Republicans to come and join me!</p>
<p>The Conservative Movement and the Tea Party Movement are not at odds with each other, NOR SHOULD THEY BE! The Conservative Movement and the Republican Party are not at odds with each other, NOR SHOULD THEY BE!</p>
<p>To the extent that these organizations ARE at odds with each other, the causes are not because of Conservatism. The CURE is Conservatism. I consider my campaign of principled Conservatism to be in sync with both the ideas of the Tea Party Movement and our ideas of restoring Reagan’s Conservatism to the Republican Party.</p>
<p>Indeed, we all have roles to play in taking back America.</p>
<p>We are all committed to the goal of severely limiting the over-reach of the Federal Government. Specifically, we are in agreement with respecting the enumerated powers that rightly and properly limit Congress’ power of Legislation.</p>
<p>The common rally point is Conservatism and I am THE Conservative Candidate for Congress in District 17. I&#8217;m proud of the fact that my campaign is dedicated to focusing this race on Conservatism that draws its strength from our Biblical and Constitutional values.</p>
